-old boy at a school in antioch. today they interviewed the boy's mother. last november she filed a complaint, then yesterday she filed there lawsuit. she allegationes that 3 months ago her son's third grade teacher taped the boy's mouth with duct tape and that another teacher punished him by placing a chair over him and then sitting on it. the boy no longer attends that charter school in antioch. when we contacted antioch's school superintendent today for comment he said the school, which is not in session this week, is and independent charter school. >>> a new anti-bullying law has been proposed would set up a statewide bullying prevention hotline. the phone number would be staffed with trained professionals. it would create a new outlet for bullied students to seek help and remain anonymous. >> you don't have to be the tattletale you don't have to be the snitch that tells on the bully. just do it anonymously we take care of the rest. >> it is not clear yet how much it will cost to run the hotline. the 1-800 number would be for students k through 12th great. >>> tech titans announ

early tomorrow morning. right now, 58, santa rosa. 52, san francisco. 58, redwood city. antioch, 57. 55, livermore. 50 at the coast. half moon bay. so, here's a look at how we faired this time -- well, actually, today compared to yesterday. up four degrees in novato, up one degree in san francisco. half moon bay 50,. up three in antioch. and get used to the temperatures going up because that's exactly what we can expect next week. so get ready for a cold night overnight with some frost inland, sunshine for your sunday, and then the grad all warming will take place as we head into wednesday, thursday, and friday. lows tonight, near the freezing mark in the north bay. santa rosa, 34, 33, napa. a little milder towards the peninsula as well as san francisco and oakland, with temperatures in the mid-to-low 40s, but it's still going to be cold all across the bay area, thanks to high pressure starting to build in, bringing down a cold air mass from the north northeast. so this will stay with us overnight tonight. you can see the clear sky, so any of the heat from today is just going to radiate

moon bay, a cool spot and san francisco and richmond at 356 to antioch and fairfield at 60. we will be 59 in oakland and san jose. 56 in monterey and everyone else in the bay and inland is flirting with 60 degrees. tonight, clouds will roll in, keep the temperatures up, in the upper 30's to mid-40's, and notice the rain is still up to the north during the morning hours at least the early morning. here is what happened year, the cold front came through, the clouds cleared and we are dealing with cooler weather and the next system coming in and it will bring that chance of rain. so we will map it out. 24 hours from now or close you can see the showers, still, in the north bay but moving into the heart of the bay during the end of the morning rush hour and sliding through the south bay and exiting by 2:00. you can see friday, we have scattered showers coming in, especially during the o -- morning hours. when we get to friday afternoon we will see clearing and temperatures are cooler, low-to-mid 50's thursday and friday and in the mid-50's at the coast, to near 60 for the rest of us, sa

violent accident in northwest suburban antioch takes the lives of two teenagers. their s-u-v skidded off the road and uprooted a large tree. wgn's nancy loo has more on the victims and how a community is coping with the tragedy. deadly crash here last night has hit hard at two local high schools. both teenagers were well liked. they just are debating each other earlier this month. the 16 year-old was behind the wheel of a black chevy trail blazer when it veered off wal-mart road. it happened around 7:00 p.m.. he apparently died on impact along with his passenger. today the flags were lowered at the high school where she was a junior and crisis counselors are on hand. that is also the case over at antioch high school. >> we are grieved to have one of our students lives cut short. >> the sheriff's office says weather was a factor. it was raining heavily at the time the vehicle slam threat fence and into a tree. sending it on to the vehicle. >> i saw headlights. we saw something unusual coming by the front of the driveway. we saw the flash is coming on. we ran outside and we saw

. the defense is saying the ammunition belongs to oscar pistorius' father. >> in antioch the family of an 8-year-old boy filed a claim accusing the third grade teacher of duct taping his mouth shut and another teacher of placing a chair over him and sitting on it. the boy who has learning disabilities attends a charter academy. another student also had his hands ducts tape and they seem $10,000 in damages and claim four school employees witnessed the incident last november and failed to notify authorities as required. the principal conducted an internal investigation and found no wrongdoing but the principal is the mother of one of the teachers named in the suit. the richmond city council is considering a plan to require owners of vacant properties to register with the city to try to reduce plight. our media partner, "contra costa times" reports they pass add first reading of the ordinance that requires owners to submit a written statement on how they will maintain the empty property. a problem with people dumping garbage and waste in the yards of the vacant homes. >> this morning,

a fire in antioch that displaced a family of five. crews responded to the suspected arson on theodore avenue, near east 18th street just before noon. firefighters say no one was hurt, but the fire caused by $75,000 in damage. the red cross tonight is helping the family with housing. fire officials say antioch police arrested a man at the scene on suspicion of setting this fire. it's not clear what his relationship is to the people who live there. his name has not yet been released. >>> pleasant hill police identified a man who allegedly sparked a tense hostage standoff this morning. investigators got a call about a man with a knife inside the jack if the box on contra costa boulevard around 5:45 this morning. the suspect is identified as 41- year-old samuel guerrero of pittsburg. guerrero first tried to rob the rest rabbit, then grabbed an employee at knife point and held the person hostage inside an office. >> investigators were able to evacuate employees from the front of the restaurant. at some point during the incident, he released another employee that came out. >> about
